Position Summary

The Civil Engineer II has an integral role in managing all aspects of Capital Projects including the scope, schedule and budget ensuring appropriate design & construction of City infrastructure. Responsibilities include serving as a leadworker for project engineers and technicians, development of contract documents, planning and designing transportation and utility infrastructure, managing budgets and change orders, and resolving design and construction issues.

The next Civil Engineer II will have a unique opportunity to significantly influence the infrastructure of the City of Corvallis. Significant projects include seismically resilient water transmission mains and collector/arterial street reconstructions with an annual Capital Construction budget of $30M to $50M.

Essential Functions

Manages and performs the key tasks of contract documentation preparation, including plans, specifications, special conditions, and bid documents. Reviews development and capital improvement plans for compliance with federal, State and City standard specifications and codes.
Reviews and manages public improvement/infrastructure construction projects, provides technical support and resolves issues. Issues Public Improvement by Private Contract (PIPC) permits or other permits associated with private development. Performs field inspections. Reviews final subdivision plats. Processes easements, right-of-way documents, Systems Development Charges and Zone of Benefits applications, requests for information, and submittal reviews.
Develops recommendations, prepares and presents reports. Responds to inquires from City boards and commissions, staff, regulatory agencies, media and the public. Represents City interests to diverse audiences, gains understanding of their needs or requirements, establishes cooperation and support for the public projects. Facilitates and/or participates in public meetings and land use public hearings related to engineering projects and makes public presentations.
Resolves and negotiates contract change orders in a timely manner. Administers contracts; manages budgets associated with contracted work. Writes grant requests to obtain funding for projects and studies.
Review land use applications requiring public hearing or administrative review. Assess potential impacts on City infrastructure systems; ensure compatible interface; and enforce associated regulations, codes, standards and policies. Notify developers and engineers of revisions needed to meet City standards, and maintain necessary documentation of development process. Provide review comments and engineering staff report.
Leads, plans and reviews the work of Civil Engineer I and Engineering Technician III positions. Assists with and prepares work plans and schedules activities. Provides technical leadership, advice and support. Participates in recruitment processes. Provides input concerning performance evaluations.
Develops and implements City-wide standards, procedures, policies, and program checklists. Drafts division policies and standards. Researches new products and evaluate vendor proposals for revision to City standards and procedures or implementation on specific projects.
Performs engineering and planning studies, recommends updates and changes in support of public facility master plans; land use, environmental, and long range capital improvement studies to address citizen concerns. Reviews engineering and planning studies conducted by consultants. Manages development and implementation of these program and document changes, project schedules, public outreach and land use hearing processes consistent with state and federal law.
Reviews and approves all City and County traffic signal plans and specifications.
Provides engineering assistance and management of projects and special programs to Public Works Divisions and other City departments, including but not limited to the following operational areas: water, wastewater, and storm water utilities, traffic operations and control, signals and lighting, airport and municipal buildings. Reviews and approves project submittal documents, typically asphalt and concrete, mix designs, traffic control plans, and documentation of other materials and products. Provides Transportation Maintenance Fee updates for the Finance Department. Designs and manages various parks projects through construction, including park enhancements and municipal buildings for the Parks and Recreation Department.
Incumbents assigned to the Planning and Projects workgroup are the design professional assigned to implement and manage tasks to accomplish contracted capital improvement program and operating projects.
Incumbents assigned to the Development Review workgroup are the leadworker assigned to the engineering design and review of public infrastructure plans for new development and may represent the Engineering Division, and the Public Works Department at land use hearings.
Position may involve working overtime and on weekends as needed.

Qualifications and Skills

Education and Experience
Bachelor's degree in civil, environmental, or construction engineering and four years of experience in municipal engineering or construction management, or equivalent combination of eight years of education and experience.
Oregon registration as a Professional Engineer or reciprocity to practice engineering within the State of Oregon within the probationary period.
Knowledge, Skills and Abilities
Ability to read, interpret, apply, and explain technical documents, construction standards, City's Land Development Code and Comp Plan, contract language, Council policy, City, State, and federal utility/environmental/transportation regulations to diverse audiences that include various educational and technical backgrounds. Ability to develop standards that are used City-wide.

Thorough knowledge of City construction-related codes, standards, and ordinances within the probationary period.

Knowledge of project budget administration and management, including local, State and federal requirement and regulations.

Knowledge and ability to apply principles and practices of traffic engineering, including design and operation of traffic signal devices, lighting and control for incumbents assigned to traffic engineering.

Effective written and oral communication skills including ability to speak in public and facilitate public meetings. Effective negotiation skills. Ability to communicate with a wide variety of people including the ability to communicate technical information to a non-technical and wide variety of audiences. Ability to resolve conflicts and issues in a fair and impartial manner.

Ability to lead the work of Civil Engineer I and Engineering Technician III positions.

Ability to prioritize resources to obtain maximum benefit, manage multiple projects and details, work under constant deadline pressure, and adjust to changing priorities, address the immediate needs of contractors and outside agencies, and ensure project delivery on time and within budget, as well as appropriate and responsible use of public funds.

Ability to independently research and develop solutions to engineering problems, present information or recommendations to various audiences, decide on scope of work and acceptability of work for contracted projects, and communicate an action or decision in a manner that mediates adversarial situation and facilitates consensus and decision making.

Ability to effectively schedule, organize and manage a workload of various functions on multiple fronts.

Ability to get along well with coworkers and the public and maintain effective work relationships.

Ability to use a computer for extended periods of time to perform essential functions of the position.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements
Possession of and the ability to maintain a valid Oregon Drivers License.

Ability to obtain Oregon Department of Transportation Certifications required to satisfy State and federal requirements necessary for the City to maintain qualification as a Local Certification Agency, within the probationary period.

Ability to use engineering modeling software, prepare design drawings using AutoCAD computer drafting software, spreadsheet, and word processing software to prepare design drawings and contract document specifications necessary to perform the essential functions of the position.
