THE POSITION



The Operations and Maintenance Division of the Department of Land Use and Transportation is recruiting for two Senior Environmental Resource Specialists!

The Position
The two Senior Environmental Resource Specialists work together to address the Division's environmental impacts and to provide oversight of environmental compliance with local, state, and federal regulations related to road construction projects and maintenance of the County's transportation infrastructure. The position will also assist the Capital Project Services Division by providing technical guidance and regulatory support for large capital projects and the Engineering, Traffic and Survey Division with hydrology and water resource issues.

The positions require a combination of field and office work to ensure projects and maintenance activities are in compliance with environmental regulations and standards, and to respond to environmental issues that are impacting roadways. Planned maintenance activities are typically associated with bridges, drainage structures, roadside vegetation, and road surfaces. They also provide technical guidance, acquire permits, and conduct environmental inspections for transportation construction projects. Senior Environmental specialists also provide environmental oversight on occasional urgent situations, such as landslides, stream bank erosion, beaver dams impacting roadways, and hazardous material spills.

Ideal Candidate
The ideal candidates for these positions will have multiple years of experience working in the field of natural resource protection. Ideally, they will have experience obtaining natural resource protection permits from agencies such as Department of State Lands, US Army Corps of Engineers, Clean Water Services, Oregon Department of Fish and Wildlife and DEQ. They will also have a working knowledge of the information needed by these agencies when seeking regulatory approval including: identification of regulatory limits of jurisdictional waters and resources, principles and practices of environmental protection, pertinent federal, state, and local laws, codes and regulations, theory and principles of water resource protection and stream functions. Additionally, it is preferred, but not required, that the candidates will be familiar with civil engineering plans, erosion control plans, and contract documents. Particularly, with transportation projects, water resources, hydrology and understand the importance of critical path environmental permitting tasks and overall timing of project permits in relation to other design/project tasks.

The ideal candidates will have the necessary training, experience and education to review natural resource permit applications prepared by consultants, be familiar with fish salvage operations when working around streams that require dewatering and have a working knowledge of hazardous materials and their proper disposal. Ideal candidates are comfortable working in teams and independently with little supervision.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor of Science Degree in environmental or earth science, botany, horticulture, biology, environmental or civil engineering or related field AND two (2) years of increasingly responsible experience working successfully with applying state and federal environmental policies, regulations, and programs. OR
  • An Associate's Degree or equivalent in environmental or earth science, botany, horticulture, biology, environmental or civil engineering AND four (4) years of increasingly responsible experience working successfully with applying state and federal environmental policies, regulations, and programs.
Additional Requirements
  • Possession of, or the ability to obtain, a wetland delineation certification through the US Army Corps of Engineers or approved equivalent, within one year of hire.
