The Position

We're hiring three (3) Marine Laborers for the Port of Portland!

NOTE: We are hiring for three (3) vacancies: one (1) full-time position, and two (2) temporary positions with up to (6) months employment from date of hire (temporary employees qualify for health benefits, paid time-off, and boot allowance per the collective bargaining agreement).

Those who pass minimum qualifications will be invited to a series of interviews which will be conducted. The candidates that are interviewed will be scored by a subject matter expert panel and ranked accordingly based on their merit. The top scoring candidate will be offered the full-time opportunity and those ranked second and third will be offered the temporary opportunities. We are committed to using a merit-based system in which recruiting, selecting, and advancing employees is based on their relative knowledge, skills, and abilities.

Generally, the working schedule will be Monday - Friday, 7 a.m. - 3:30 p.m. with occasional overtime and weekends required. During the summer season, hours change to Monday - Friday, 6 a.m. - 2:30 p.m.

Essential Job Duties

  • General labor and construction responsibilities including asphalt repair (crack/seal repair), general maintenance and repair (M&R) of marine rail systems, basic M&R and care of equipment and vehicles allocated to the group, provide general labor for other crafts needing assistance, and perform light janitorial duties.
  • Participate in multi-trade work tasks that involve more complex maintenance and repair activities. Perform emergency repair work as assigned.
  • Perform administrative and other work task duties as assigned.
  • Position reports to and takes direction from the lead Foreman assigned for the composite group.

Minimum Qualifications

Experience and Education

  • High School diploma or equivalent (GED).
  • Minimum two (2) years of general labor and equipment operation in a construction and/or maintenance environment; or the equivalent combination of education and/or relevant experience.
  • License and/or Certification:
    • Journeyman level certification preferred.
    • Maintain a valid state driver's license is required.
      Class A commercial driver's license at time of hire is preferred ; or the ability to obtain one within the probationary period is required. All CDL training costs and licensing fees will be paid for by the Port of Portland.
    • Ability to obtain and maintain a Transportation Workers Identification Credential (TWIC) from the Federal government is required. All licensing fees will be reimbursed by the Port of Portland.
Demonstrated skills and ability:
  • Follow written and oral instructions,
  • Perform vigorous physical work in difficult working conditions, work at heights and in confined spaces.
  • Participate in multi-trade craft work tasks.
  • Perform work assignment estimating for proposals and cost control.
  • Demonstrate commitment to valuing differences among individuals and passion for being inclusive.
  • Must be able to demonstrate the physical ability to perform general construction labor tasks and ability to operate various construction equipment.
  • Proven team player that shows the utmost respect for others.

Supplemental and Selection Information

SELECTION PROCESS (tentative schedule):

  1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of May 22, 2024.

  2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.

  3. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step approximately the week of June 3, 2024.
