Individual contributing engineer who has strong radio technical skills and can work independently with little direction. This Radio Access Network (RAN) engineer is required to manage and handle numerous FCC and corporate licensing tasks. This includes, creating propagation and CGSA contour maps using Atoll, generate RF Exposure reports for cell sites, draft and facilitate coordinated SAB extensions with other wireless carriers, design, transmission, equipment, and traffic engineering activities. Also, candidate should know how to submit Intrado E911 data fill.
Designs, tests, measures and evaluates wireless system and equipment to achieve optimal performance. Recommends, develops, and implements complex changes and additions to system. Candidate should have data fill background preferably with Nokia or Lucent experience. In addition, GIS and Atoll RF design skills are required in order to comply with FCC regulatory and compliance tasks.
This position may be responsible for contributing to AT&Ts compliance with environmental laws and regulations as applicable to its job function.

Qualifications
Required Qualifications:
  • In depth technical understanding and use of RF and Cell site testing tools (HP Analyzers, Tektronix), drive test equipment such as X-TEL, TEMS and Agilent and post processing tools such as Actix
  • Strong knowledge of RF transmission principles, antenna theory, modulation, and multiplexing techniques
  • In depth technical understanding and hands on experience of RF propagation tools such as Atoll, MapInfo and Automated cell Planning (ACP) tool
  • Advanced knowledge of MapInfo and other mapping programs
  • Understanding of FCC rules regarding E911 regulations on phase types and accuracy requirements.
  • Submit Intrado GMLC requests and MSC, BSC, IT Billing and Scout data fill requests for new site builds, UMTS expansion, and site modifications.
  • Troubleshoot and resolve problems for the Call Successfully Routed and Located Success scorecards.
  • Conduct data integrity checks between many sources of data.
  • Project Management skills as well as strong technical knowledge
Desired Qualifications:
  • Database experience is a plus e.g. Remedy
  • Bachelor's degree in Electrical Engineering
  • Two to four years of wireless experience
